For this tutorial you will need:
A selection of Tubes, a background image, colours and font of your choice.
I have included the materials I used in the zip file

Open a New Transparent Image 650 x 450

Set the Foreground colour in the Materials Palette to #cac7ce and Flood fill Raster 1

Copy and Paste the windsweptcoloured strip as a New Layer

Same Layer
Apply Effects - Image Effects - Offset - Horizontal = 0, Vertical = Minus 130, Transparent checked

Same Layer
Selection Tool - Rectangle and draw out a rectangle like the screenshot and apply Effects - Reflection Effects - Feedback
Opacity = 50, Intensity = 100, Horizontal Offset = 85, Vertical Offset = 0, Elliptical checked
Leave those ants marching

Apply Effects - 3D Effects - Buttonize
Height and Width = 7, Opacity = 60, Transparent checked Colour #977e7e
Selections None

Duplicate the coloured strip - Image - Free Rotate 90 degrees Right
Image Resize, this layer only by 61%
Use the Mover Tool to place inside the bottom strip at the left edge - Merge Down

Stay on the merged layer and with the Magic Wand click in the bottom rectangle
Flood fill with Foreground colour #cac7ce
Apply Effects - Texture Effects - Blinds, Width = 2, Opacity = 60, Nothing checked - Colour #977e7e

Same layer
Apply Effects - Texture Effects - Blinds again, check Horizontal and leave the other settings
Selections None

Same layer
Selection Tool - Custom selection
Top = 405, Left = 0, Right = 650, Bottom = 407
Flood fill with #977e7e
Magnify if necessary to make sure the line is filled

New Layer
Selection Tool - Custom Selection
Top = 300, Left = 0, Right = 650, Bottom = 302
Flood fill with #977e7e
Layers - Arrange - Move Down so the line is behind the side strip
Merge All Layers Visible

Magic Wand. Select the tiny rectangle on the left edge and Apply Blinds, both ways, same settings and colour as before

With the Magic Wand select the large rectangle

New Layer
Copy and Paste Seashore graphic into Selection
Change the Layer Opacity to 60 and the Layer Mode to Hard Light
Leave those ants marching

New Layer
Apply Effects - 3D Effects - Cut-out
Vertical and Horizontal = 5, Opacity = 30, Blur = 10, Colour Black
Repeat Cut-out with Vertical and Horizontal = Minus 5
Selections None

cutout

Copy and Paste Flame tube as a New Layer
Resize by 65%, this layer only
Use Mover Tool to place over to the right of the Seashore pic
Duplicate Flame layer
Highlight original Flame layer and apply Effects - Distortion Effects - Wind
Check Left and Strength at 100
Repeat Wind Effect and Repeat Wind Effect once more. (3 times in total)

Copy and Paste Hanne Man tube as a New Layer
Image - Mirror
Resize this layer only by 75%
Change the Layer Opacity to 24 and place near the lady tube. See tag

Copy and Paste n3lacing tube as a New Layer
Use the Mover tool to place against the bottom edge
Apply Drop Shadow
Vertical and Horizontal = 1, Opacity = 100, Blur = 1, Colour Black
Change Layer Opacity to 28

Check and make sure the tubes are as you like them
Merge All Layers Visible
Copy

Add Symmetrical borders = 20, Colour White
Select the border with Magic Wand and Paste into Selection
Leave the selection active
Adjust - Blur - Gaussian Blur = 10
Apply Blinds, both ways, same settings as before
Selections Invert
Apply Drop Shadow
Vertical and Horizontal = 2, Opacity = 50, Blur = 10, Colour Black
Repeat with Vertical and Horizontal = Minus 2
Selections None

Add a 1 Pixel Symmetrical border of Dark Brown or a dark colour from your image

Type your text as a Vector
Place in the bottom border - Objects Align - Horizontal Center in image
Convert to Raster and apply Drop Shadow of
Vertical and Horizontal = 1, Opacity = 50, Blur = 1, Colour Black

Stay on the text layer and apply: Effects - Reflection Effects - Feedback - Opacity = 50, Intensity = 65, Horizontal Offset = 33, Vertical Offset Minus 5

Depending on your chosen text you may have to adjust the settings

Add watermark and any necessary Copyright information
Resize using Bicubic Resampling
