For this tutorial you will need:
3 Tubes, background image, mask, colours and font of your choice.
I have included the materials I used in the zip file

No outside filters required

Open a new Transparent Image 650 x 450

Foreground colour # c0aea2. Flood fill Raster 1

New Layer - Select All
Copy and Paste the Forest Walking male into Selection
Select None
Apply Effects - Art Media Effects - Brush Strokes
Softness 20 - Bristles 63 - Width 5 - Opacity 25 - Length 10 - Density 25 - Angle 102 - Colour White

Art media effects

Change Layer Opacity to 60 and the Layer Mode to Soft Light

New Layer - Flood with White
Open the PIT mask and minimize
Layers - New Mask Layer from Image
In the drop down menu choose the PIT mask side b133
Source Luminance checked and check Invert Mask data
Merge group

Same Layer. Magic Wand, RGB, Tolerance 20 - Use all Layers checked
Select the solid white area and hit Delete on the keyboard
Select None

Same Layer. Use the mover tool and move the lace upwards until the top edge rests on 300 ( on the left side
(We need a little room to apply the next effect)

Same Layer. Effects - 3D Effects - Chisel - Size 20 - Transparent checked - Colour White

Chisel effects

Move the lace to the bottom edge
Change the Layer Opacity to 30 and the Layer Mode to Luminance (L)
Apply Effects - Edge Effects - Enhance

Copy and Paste as New Layer Patry Mists 06 Time
Move to the top right Change the Opacity to 30

Open the Ballet Dancer - Image Mirror - Copy and Paste as a New Layer
Use the mover tool to place her in the left bottom corner. Duplicate and change the Layer Mode to Luminance (L)

Highlight the original Ballet Dancer layer and Adjust - Blur - Gaussian Blur 15

Now to tidy up a little bit
Highlight the Mask Layer - Group Raster 3
Choose the Eraser tool - Size 30 - Hardness 25 - Step 10 - Density 100 - Thickness 100 - Rotation 0 - Opacity 60
Click gently over the Ballet Dancer's dress, arm and leg where the mask layer shows through

Highlight the top layer

Make the 'Patry I need you' tube active and resize 60%
Copy and Paste as a New Layer and with the mover tool position close to the clock
Change the Layer Opacity to 65
(You can close the tube without saving changes)

Duplicate 'Patry I need you' - Image Mirror - Image Flip
Move to the top left of your working image
Change the Layer Mode to Soft Light and the Layer Opacity to 70
Effects - Edge Effects - Enhance

New Layer

Type your text, or use a brush in the top left corner
See tag for placement and lower the Opacity to suit

Add a 1 Pixel border Colour #c0aea2 (this flattens the image)

Add watermark and any necessary Copyright information
Resize using Bicubic Resampling
